Indeed. Do not attempt to change the ordering manually, it will not (by default) work. It is documented.
(Is your IP established when nfs try to start?) Looking at the sequence of events, yes. There may be delays between the card being configured and it being actually available, due to some negotiation with the switch, but since I use a non-manageable dumb switch, this shouldn't take very long.
