Rather than poking around randomly changing machine settings it is probably best to monitor the network communication from the machine having the problem and see if you can identify any particular problematic activity patterns. (Preferably from a problem free machine, as well as the problem machine itself if it is machine specific). There are a range of tools available which can be used for this purpose.
Just because the user experience seems to have stalled does not mean the network related activity is not taking place.
Unfortunately, a little knowledge of networking is usually required to make head or tail of what is going on. But if you are able to identify a problem you are half way to a solution.
