The unclear part of your question is do you want a Digital or Analog tuner? There is no shortage of either, especially the Analog, with the US and Europe converting to Digital, these older tuners are becoming cheap on the second hand market.
Neither NTSC nor PAL are digital. In North America, the digital standard is ATSC. Analog signals are disappearing fast. In the U.S. many stations have already switched off NTSC signals and the rest will have done so by June 12. In Canada, the analog cutoff date is Aug 31, 2011. Europe and elsewhere have different schedules, with many having already switched or in the process of doing so. This means an analog tuner will soon not be of much use. Even in places where the cutoff is a way off, many stations have already started broadcasting digital signals, in addition to analog. For example, in Toronto, Ontario, there is only one station that does not have a digital signal yet.
