Try packman or vlc repos.
Videolan dropped their 10.2 repo almost as soon as 10.2 went EOL and it's been quite some time since Packman packaged it[0]. The only ways to get it are to hope that someone has a copy of it and is willing to send it to the OP or, as already suggested, if for the OP to grab the source RPM and build a binary package specifically for their system.
Thanks, Dean, Peter and David I downloaded the .src file for 10.3 and made a rpmbuild --rebuild. I got some error messages, but also a libdvdcss folder in my /usr/src/packages.
