I had the same problem so used this in Firefox to bring up the cups pages. http://localhost:631/admin
Thanks Carlos, Osama, Clive for your help! Clive your answer did the trick, apparently someone has dropped the ball and not provide a root page for the CUPS web server. But going directly to the /admin page does the trick. There are links within the CUPS web pages that point back to the root home index page that are now broken of course...
