I'm in 11.0 KDE3 right now and I can draw. There is no error messages when starts from console. It seems as a solution, but first check that the problem is not in your home directory in .gimp-2.4 . Create new user, log in that account and then check how GIMP works. The GIMP 2.4 is old style where you open new image from menu in a toolbox window. If you update to 2.6, don't be surprised to see empty image window opened on startup, right after the toolbox, and missing menus on the top of toolbox.
