Indeed, though not the obvious one. Disabling IPv6 in the Network Settings > Global Options page seems to have done the trick. YaST/Zypper, Konqueror and Firefox all appear to be functioning normally now.
I will see if this is in Bugzilla yet, and proceed accordingly.

Sorry I have tended to turn that off in 11.1-RC1 but never made a connection between that, and the update stuff working. May be that explains flakiness that I've seen, and didn't Ubuntu have to re-release their LTS version a while back because of an IPv6 screw up in IPv4 networks, wonder if it's similar cause. If IPv6 / IPv4 resolver is the cause, using DNS for the proxy out to work (or not) depending. That would explain why I could alter proxy post reboot, but have to use numbers despite DNS set up, prior to that. I'm running the pdns recursor on my Internal LAN, I noticed that's not offered (at least yet) in 11.1, so perhaps it has a problem responding in that situation.
