When I've had that problem, it's often been because I was using an HTTP Proxy, and I've resolved it by using the IP address, rather than a Domain name.
~root/.curlrc seems to be used by Software Manager, and the Network Services -> proxy package changes both environmentals and the .curlrc.
May be you have same or different problem, good luck!
