As Yast sysconfig editor states for /etc/sysconfig/powersave/cpufreq:
"These are by default (kernel module - governor/powersave policy): ondemand/dynamic, powersave/powersave, performance/performance"
In KDE4's (from the kde4:factory repo) powerdevil you can set that per scheme.
