Quanta+ is a KDE application, and it uses the KDE IO-slaves to read/write remote files (via ftp, in your case). Can you edit the remote files using kwrite or kate by itself? If not, I would make sure that you have the KDE ftp IO-slave installed.

Mark: That looks like that did it. I found the package that held the kio stuff in the repos, installed it, and it appears to be working just fine now.
