Have you explicitly installed libdvdcss. You have to get it from videolan.
I did about 20 minutes ago, but I'm puzzled about which I should have. There's a generic libdvdcss2-1.2.9-1 RPM, which I found first and installed, and shows a lock in YaST2, and another in a SuSE dir there, which I found after, libdvdcss-1.2.9-5.3, which is 24.5k smaller.
