A few questions.
Are you by any chance trying to insert a blank DVD which you/someone tried to burn already but the burn failed? If so then if you try to use it again it won't be recognised as a blank disc and you will asked to insert a blank DVD.
The dvd+rw-mediainfo command recognises that situation. It should say something like already recorded dvd, or an empty track, or something.
Not in my case - tells me nuffin', just asks for a blank disc :-) . (10.3 same version of K3B as the OP.)

Try at command line ... wodim -prcap dev=<device name> and wodim -atip dev=<device name> with media loaded may give useful information on drive status. I have not used K3B for ages to do actual burning because among other things the feedback when something goes wrong was bloody useless last time I used it. However, it is still useful for generating an iso image.
