I assume you mean in FFox... That is done and in the case of TBird, it works as you describe. In KMail, it appears that KMail steals the FFox application to it's own desktop and then FFox opens the new URL in a new tab, as it should. The problem isn't that a new window is opening, it is that the existing window(s) and tabs are moved from one desktop to another.
I believe the problem is in KMail or as some have suggested in KDE itself. As said I noticed that in Gnome since I don't use KDE. There is a bugreport for it: https://bugzilla.novell.com/show_bug.cgi?id=231334
I don't know about the behaviour in KDE but I suspect it's also a window manager (kwin) thing.

I think you have just identified the problem as a FIREFOX problem if both Gnome and KDE exhibit the same problem?
Gnome developers don't think so what you would know if you'd have followed the Novell bug and the reference to the Gnome bug. Do you really think that because metacity and kwin behaves the same it can't be their fault? (My WindowMaker behaves correctly with Firefox so it can't be a Firefox issue.
