That's not a weird problem, that is "the normal problem" Simple work around. Don't start compiz by default. Use fusion-icon to start compiz after kde starts. All your wayward applets will jump back into the box and stay there. A normal shutdown or end-session closes fusion-icon so you simply start it each time your start kde.
