Searching told me the module for it is ov51x-jpeg, which I was able to find in the Build Service in home/schmolle1980 for the latest 10.3 kernel. As I said, it works with xawtv and Kopete, but Skype (which BTW is no longer beta, 2.0.0.63 is out, just checked and upgraded as well), Options, Video Devices finds it but test produces nothing but a black screen (and high CPU usage). Module version is 1.5.6. I would guess it is a skype problem since the webcam works with xawtv and kopete. I would assume compat_ioctl32 is what allows the 32 bit skype to work with the 64 bit kernel module.
Yes, do you get any messages in /var/log/messages or with dmesg? Sometimes certain ioctl commands are not recognized by some driver or compat layer but then you should get a message about it in the system log.
