it sounds like the harddisk is powered off, but the motherboard is still active and has to be switches off manually via powerbutton.
i already looked for options in bios but could not find any. any ideas?

This is a known PITA bug that for some reason has appeared in 10.3. See: https://bugzilla.novell.com/show_bug.cgi?id=331747 They are up to Comment #120 or so. I have 3 machines this problem affects 5-8 others that have no problem. Go figure...
I have a older machine with 10.3 with this problem. I found a work around by modifying /boot/grub/menu.lst to add apm=off and acpi=force. This assumes you are using Grub. My BIOS does not support acpi and shows up on boot as older than 2001(year).
I have several comments as part of the 120.
Good to know! I have a dearth of older machines that used to be receptionist computers, etc. One funny trend is that the older dell seem to be plagued by the shutdown bug. The opposite occurs on the newer Toshiba laptops. I can shutdown just fine, but I cannot reboot. I also a 1 or 2 of the 120... No problems w/10.2 so there is something amiss. -- David C.
