Doesn't it make sense that there are enough potential testers with openSuSE 10.3 systems for someone to make a repository available from which the core libraries and applications could be installed?
Once you have added those repos using zypper or the one-click-installer linked to from the wiki, you can keep up to date either by repeating the one-click to refresh the packages, or "zypper up -t package -r <alias-of-kde4-repo>" will update just the packages from that repo.
