A dhcp server is just a convenient way of storing host configuration in a central place and retrieving it on boot. You can set anything up through it, including a static IP address

A static address, where the computer is manually configured with an address does not require a dhcp server. This is different from when the dhcp server is configured to reserve a specific IP for a given MAC address.
