Yes, I figured that one out after a while. I think this is a usability bug: there is an option in the KDE Control Center, which doesn't do anything because its effect is negated by another setting which cannot be changed in an easy way.
but if you want a better good looking graphical KDM Theme you can install the KDM-Theme-Manger from Yast this will make the magic... or at least just did it on 10.2 but i can't make it run on 10. 3... if you have better luck, let me know...
