Isn't that a BIOS function on most mainboards? Did you look in your BIOS settings? Personally, I'd be reluctant to second-guess AMD, Intel or the mainboard vendor on this matter (unless it was to lower the threshold). I remember reading - a long time ago - about laptops that, when running linux, the fan stayed permanently on.
