James if you want to allocate static IP's, and I do the same, I always turn of DHCP from the hardware devise. With so many changes to Knetwork Manager over the past this may be a solution for you - I know this is not right and doesn't solve your problem, but it will assure your PC's remain static. The service 'dhcpd' is currently off, however could any other service have caused the dhcp daemon to start?
