Thanks for the tip, but my question is a little more specific, for
example... lets say when I launch firefox, i can specify how much
bandwidth or what percentage of my total bandwidth it can use. For
example. This way firefox does not have to "know" per se what is
going on. This would allow for certain apps like Evolution or Skype
to be more important and raised instead of firefox causing skype
disruptions. To some this may seem ridiculous, but when you have a
512k line it makes all the difference in the world :)

Good old wget has the limit-rate option that approximates this.
