Does the contention ration stay the same though? In the early days of ADSL in South Africa, once you got capped, your local traffic was left as is (so you can browse local sites without any problems) but your international access were switched to a single 64kbit line that you shared with *all* the other capped ADSL users. If you happened to hit your cap in the first few days of the month it was usable, but even after the first week it just wasn't worth trying. Nowadays, as far as I know, they just cut you off when you hit your cap - not sure, after the last time I moved house the phone company never pitched to install my line until two days before I moved to the UK.
