first you need to find out what the first line indicates, "/etc/localtime -> /usr/share/zoneinfo/America/Chicago"
Isn't that just a symbolic link? I. e., shouldn't /etc/localtime, which is really /usr/share/zoneinfo/America/Chicago be more or less the same as /etc/localtime.rpmnew? I can't imagine why they are so wildly different if rpmnew is supposed to be a replacement for the original file.
it is not what you think and it is good that you feel uncomfortable about swapping the files.
