I encountered this, also, after installing 10.2. Try this:
Edit /etc/sysconfig/apache2 and set:
APACHE_CONF_INCLUDE_FILES="extra/httpd-userdir.conf"
save
Run 'SuSEconfig --module apache' Run 'rcapache2 restart'
