Phil After inserting the device - eg, the flash disk, My Computer>select the device>Properties>Mounting and deselect Synchronous.

Thank you Basil, however I had to turn off access times as well to see any improvement in speed. After doing so I am now seeing 25 MB/s.
Interesting. I didn't have to turn off access time update to get the speed improvement. I'll keep in mind what you said for future reference.
