For a webserver that might be sufficient. Unfortunately, it's not enough for a mailserver, since too many receiving servers query blacklists to find out if you ip belongs to a network block that is registered as dynamic.

And how do they determine that IP? Does it make a difference what that actual address is, if it's within that block?
