start a script via /etc/init.d/boot.local containing a loop that checks for an internet connection every (?) minute and starts 'rcntpd start' when successful.
Or in this case, start a cron job running ntpdate periodically - I mean every fifteen minutes or so. If at that moment there is a network, it will sync.
