I don't understand why you would not want/expect YAST to work. Seems to me that if the distro provides a management tool, then it should do it's job.
If it works, good. If it doesn't, find another way, or report the problem in bugzilla and wait till its solved. Months? Dunno, I've never used that yast module but once, to see what it could do.
Never use anything but yast for my ntp settings. I couln't even tell you there was a .conf file. Works perfectly on every machine I setup. (On the laptop I don't have ntpd running typically, however.
