This is not very helpful. I looked over this quickstart and saw nothing about making public_html the default. If you know what to do, how about tell me.
did you look at your previous install to see what was different? Did you look at /etc/apache2/httpd.conf? edit /etc/apache2/default-server.conf and add to it the text: <IfModule mod_userdir.c> UserDir public_html Include /etc/apache2/mod_userdir.conf </IfModule> the module must exist in /etc/apache2, mod_userdir.conf as it is in your last version.
