A cleaner way is to add it to /etc/sysconfig/apache2: APACHE_CONF_INCLUDE_FILES="/etc/apache2/mod_userdir.conf"
as it is in your last version. (you did keep your last install as a example to use for changes to this install?)
be sure that you have added userdir to the modules in /etc/sysconfig/apache2 (do it in yast).
By default, userdir is already loaded from /etc/sysconfig/apache2.
