Why not? I use YaST on our local network all the time. You just need a local NFS/FTP/whatever server.
Yes, for local installation source (CD or DVD). But, how about the sources from the internet like packman? Also, the connection from the branch to the HQ is only 64kbps. And setting up a local server on the branch is not possible currently.
OK, than I would just download whichever package(s) you want, distribute it to your branches and do an "rpm --install" locally.
