Where are you finding 2.4-28? I've looked through a number of the mirrors, including ftp.gwdg.de and ftp-1.gwdg.de, and I cannot find 2.4-28 anywhere.
I suspect it was updated to 2.4-28 when I installed my 10.1 from ftp.gwdg.de through a network install of 10.1.
