Probably you have not selected "Leave messages on server" for the account in question.
KMail -> Settings -> Configure KMail Accounts -> Receiving (tab) -> [ select account ] -> click Modify -> select "Leave fetched messages on the server"
Randall, Now the filter does not delete mail from the server at all. I have set the accounts I want this pop filter to work with to leave the messages on the server. In settings --> Configure Pop Filters, I have set a rule as follows: Match any of the following <Age in days> is equal to 1 Recipients contains myemail@addr.ess Delete mail from server I also tried this with just the <age in days> setting.
