a dd image is a binary image of a partition, not a iso image. You don't want to burn image as an iso, since it has none of the characteristic file structure of an ISO image.
Create a data disc project, drag and drop your file onto K3b and burn. Make sure you verify your data as well.

K3b burn data dvd. Lost the file but I will be making another backup of the same windows partition.
