Whether or not you ask permission, depends on what the server wants. Some expect you to ask, some don't. Check the list and see what the policy is.
If you use the pool servers, you don't need permission to access them. That's what they're there for. Generally I'd suggest using them unless you have a specific reason for not doing that -- which of course is sometimes the case. See http://ntp.isc.org/bin/view/Servers/NTPPoolServers. Paul
