Knowing the possible exploits that this may open you can simply setuid root by making root the owner of the nmap executable and then chmod 4700 on the nmap executable (check the existing perms for the correct numbers). The "4" sets the sticky bit and tells the system to run the program as the owner no matter who runs it.
