I've noticed that this happens when I use kbear. Shutting down kbear and restarting the panel rearranges the icons on the system tray. I guess it's a bug.
I can confirm that it happens with kbear on a 9.2 x86_64 system. A short time after closing kbear the panel returns to normal. I don't need to restart anything here.

most anoying bug with Kbear had me running round in circles trying to get things back but it does just automatically return to sanity of its own accord
