Looks like I spoke to soon. It was great when I left work yesterday. When I got back this morning I couldn't get kate to launch. Again, I could see two 'kdeinit: kate' entries in the ps output but nothing was happening. Then I went down to runlevel 2 and back up to 5. After entering my login information, it took 3-1/2 minutes to bring up my KDE desktop. I've typed this entire message while waiting for Kate to launch.
I think the timeslice stuff is on the right track though as it does seem to affect the behavior. I wonder if this is covered under SuSE's installation support.
The problem seems to be that the timeslice stuff in sysconfig/kernel is not taking effect. Instead of MIN/MAX of 1000/30000 like I set, it is getting 5000/105000. If I set it manually the desktop works well. I started a new thread on why it's not getting set properly, http://lists.suse.com/archive/suse-linux-e/2004-Dec/1341.html
