Changing the icon in the kde control center's password and user account doesn't do it.
First you need to set in the System Administration->Login manager->users where kde is to find the images. Set it to either "User, Admin" or "User". That way, kdm will look in your home directory for the icon, and then the change you made in the user account module will become visible By the way, the icon kdm looks for is either $HOME/.face or $HOME/.face.icon. As a shortcut you can just copy whatever image file you want to use to that name
