I didn't see any root password recovery information in the SuSE documentation, but I have the following an old Mandrake User Administration guide.
1. Reboot to init 1
LILO - type linux init 1
GRUB - hit the 'e' key twice and add init 1 to the boot command and a 'b' to boot.
By default you need root's password to log in in runlevel 1/S
2. Edit the shadow file with
vi /etc/shadow
Position the cursor just after 'root:'
type 'dw' and then :wq
3. Type 'init 6' to reboot.
4. Boot into 'init 3' this time.
5. Type 'root' for the account and just hit <ENTER> at the "password" prompt.
6. Then type 'passwd' followed by the new password for root.
Why not just run "passwd" directly in runlevel 1, assuming you can log in there?
