Lots of sites cater to the quiet/silent PC market. I personally use Vantec Stealth and Vantec ThermoFlow fans in every PC I build - I usually replace the heatsink fan with a ThermoFlow, too. Zalman makes some good stuff too, I just happen to prefer a different brand.
I think I've used one of those. But, I think, it's not all about the fans anyway (of course, it makes a lot of difference too to have a video card that doesn't require a fan), the case itself should be as important. For heatsinks, I'm normally using either Thermaltake or the AMD-bundled sink.

There are 4 PCs running behind me, each with 4-5 fans, and I can't hear anything but the air moving (which is mostly due to the 120mm fan in the DB server) and a faint hard drive whirr.
