Audio CDs do not contain mp3 files. The content of an audio cd are .wav format. So either burn it as a data cd, or convert to wav first and then burn as a true audio cd. It almost sounds like you are trying to convert the files on the fly.
Yes, k3b has the ability to do this. You select the audio files in .mp3 or .ogg format, and k3b will burn the CD by converting these to .wav files. I've done it many times previously, it's just that for some reason this is no longer working. Perhaps some permissions were changed with a recent update.
After setting the volumes the way you want, Go in and save the setting in Control center / Sounds&Multimedia / Mixer.
