In 9.1,I think you will find that changes to the mouse configurations (and all X for that matter) are stored in /etc/X11/xorg.conf, instead of XF86Config, as in 8.2.
I didn't have one (I guess that YaST doesn't create it, for some reason). I copied (cp) XF86Config to xorg.conf and the settings were there on the next X start. I guess you could try sym-linking xorg.conf to XF86Config, but I didn't.
Now, I make changes manually to xorg.conf.

Thanks to both Alex and Ed Harrison for responding to my message. Unfortunately, neither suggestion worked for me. Instead, it seems to be a problem with the Raritan KVM switch I'm using (or the cables). When I plug in directly to the box, it recognizes the mouse and the wheel works fine. When I go back to the KVM switch, it reverts back to being broken. Bummer. Everything was working great on 8.2.
Steve Configure the mouse directly plugged in PC and then plug it in the KVM switch. Don't matter if it doesn't work with the KVM switch between.
Al
