Hello Gerard For the desktop you can change the font size from the KDE Control Center >Appeance & Themes < Fonts For the menu in KDE I found good advice in this recent post

I like the look of the new 'side panel images' in the K menu of SUSE 9.1, but it makes the menu abnormally large. Is there a way to shink these images down a bit or remove them altogether? Like the tools next to the Utilities menu entry and the typewriter to the left of the Office menu entry.
Hi. Open the file .kde/share/config/kickerrc in an editor. Search for the section [menu]. There is a variable "MenuEntryHeight=32". Try, for example, 22 instead of 32. Finally open a console and type "dcop kicker Panel restart". --
