That is just what it is: a backup of the addressbook of OE. Filename should have extension something like .wa~. Everytime there is a change in the addressbook (quite often if you have automatic adding of received address in addressbook set), this file will be made. Since june 2003 or so there has been a patch for oe that has caused this behaviour, and ms did not have the time yet to correct this faulty patch :-) Search google for "tilde".
User has succesfully deleted the messenger, so that is not the source of this..
