Try to restore KDE 3.1.1 from DVD/CDROM and from there upgrade to 3.1.4!

Did you remember to run SuSEconfig afterwards? It will run fonts-config, which may be your problem.
Yes. that's the strange part. I even installed the M$ corefonts again. No result.
