Strange. Things to check: (1) Was the first one already in the local CCDB cache? (2) Is you other program setup to use a proxy?

Maybe. You can try the version from kde.org located at: ftp://ftp.kde.org/pub/kde/stable/3.1.3/SuSE to see if it solves your problem. I have no problem with CDDB with that version.
