I'm not sure about which perl modules it requires but their small and installing them won't hurt anything.
apt itself needs apt-libs and lua only. The rest is requires if you're going to built apt.
Well, there ya..the guru has spoken. :) I just installed them because I'm sometimes a "more safe then sorry" type of person...which probably why I usually install all of the -devel packages as well.
