Harry, It already exist, although it does not have a slick webpage. go here: ftp://ftp.gwdg.de/pub/linux/suse/apt/SuSE/ Select your distribution and pick your favorite suse 3rd party packager. It includes James' urs-local-bin, pkg from suse users as well as some additional stuff from suse.
